I have no idea. there's a chappy in Ho Chi Minh city here who I believe got flight attendants to buy some where in Japan and carry in for him.

Oh, I thought your pal had bought a bottle of Hibiki 21 for USD177. Sorry for misunderstanding.
I think there would be a chance to get a bottle of Hibiki 17 cheaper if you got a flight attendant mate. FYI, I got a bottle of 17 years in a local supermarket in Japan a few months ago and it costed me 11 thousand yen (i.e. USD100).
I think it still worth to spend USD70 more to buy one in your city. See if you like it or not.
