Default Change in taste after bottled?

Hello,
From what i heard, the taste and colour of whisky will change depending how many years it is matured in the cask... is there any change after it is being bottled?

and the years normally used to describe the whisky is the amount of years matured in the cask right? or does it includes bottled years?
