Default Wiser's Old Canadian Whisky

I recently found a bottle of unopened Wiser's Old Canadian Whisky. I'm lead to believe it is from 196X based on the date stamp on the seal.

Any help in dating the bottle and maybe putting an approximate value on it would be appreciated. Pictures are below.
