This sounds like it could possibly be a gallon [or half gallon] bottle that's used for home bars, it also appears that the main label has disappeared at some time in the past.

As long as the seal on the bottle is still intact and not broken then it should be fine to drink as the sediment may just be cold floc that's settled on the bottom. Just be careful as it could also be a dummy" bottle used for display and in that case it's not whisky in it.

Without the main label the bottle has no real value and you should try the liquor although you may find someone out there who'll want to buy the stand and, if it's whisky, enjoy it as the cold floc won't cause any harm.
