According to wikipedia
"Three states, Kansas, Mississippi, and Tennessee, are entirely dry by
default: counties specifically must authorize the **** of alcohol in order
for it to be legal and subject to state liquor control laws."
so it is possible that some counties have authorized alcohol ****s
but I can't say for certain if any have done so.
