If you're certain that it's Mexican silver then it's an aftermarket silver cover that s been applied to a normal bottle to make a decanter. This happened a lot in Central America and was most likely for the tourists.
If it was original [and I've never known of it] then it would have been hallmarked with either Glasgow or Edinburgh assay marks as well as a makers mark. Normally something like this is only for the most expensive whiskies not standards or 12 year olds
