A 40-year-old whisky would have been distilled (i.e., gone into the barrel/cask) in 1973 and bottled this year, 2013. Echoing drakoskl, Glenfarclas is the only one that will fit your budget - the other 40-year-olds are VERY pricey (as in, four figures+ pricey).
