Is Tennessee "Dry" ???

I know that some bourbons are made in Tennessee (like Jack Daniels, etc) but is the whole state dry? Seems that I have heard that it is, unless I misunderstood somebody.

I've read (on this forum I think) that whisky does not age once it's bottled. Assuming that's true, can anyone explain why the aging process stops once it is bottled?
