Soviet Whiskey

I have obtained a bottle of Soviet-era whiskey called Arak Skif. It has no year printed on it so I have no idea how old it is. It doesn't appear to be a particularly fine whiskey (Soviet manufacturing- yikes) and it has what seems to be some sediment at the bottom. Does anyone know if this would be safe to drink?
